Radioactive solid wastes generated by Fukushima Daiichi Nuclear Power Station disaster may contain high levels of salt from the tsunami and seawater deliberately released into the area. It is assumed that polyvinyl chloride (PVC) products may be used for decommissioning work and for containment of radioactive wastes in the future. Among the method of handling them, incineration is one method that needs to be investigated as it is good method for reduction and stabilization of wastes. But in order to dispose of Trans-Uranic (TRU) solid waste containing chlorides, it is necessary to select the structure and materials of the facility based on the information such as the movement of nuclides and chlorides in the waste gas treating system and the corrosion of equipment due to chlorides. Therefore, we decided to get various data necessary to design a study of the incineration facilities. And we decided to examine the transfer behavior of chlorides to the waste gas treatment system, the corrosion-resistance of materials in the incineration facilities, and the distribution survey of plutonium in them obtained using the Plutonium-contaminated Waste Treatment Facility (PWTF), Nuclear Fuel Cycle Engineering Laboratories, which is a unique incinerating facility in Japan. This report describes the transfer behavior of chlorides in the waste gas treatment system, the evaluation of corrosion-resistance materials and the distribution survey of plutonium in the incineration facilities obtained by these tests using the Plutonium-contaminated Waste Treatment Facility, Nuclear Fuel Cycle Engineering Laboratories.

Task Force on Maintenance Optimization of Nuclear Facilities

The Task force on maintenance optimization of nuclear facilities was organized in the Nuclear Science Research Institute (NSRI) of Japan Atomic Energy Agency (JAEA) since November 2020, in order to adequately respond to "the New nuclear regulatory inspection system since FY 2020" and to continuously improve the facility maintenance activities. In 2021, the task force has studied (1) optimization of the importance classification on maintenance and inspection of nuclear facilities, and (2) improvement in setting and evaluation of the performance indicators on safety, maintenance and quality management activities, considering "the Graded approach" that is one of the basic methodologies in the new nuclear regulatory inspection system. Each nuclear facility (research reactors, nuclear fuel material usage facilities, others) in the NSRI will steadily improve their respective safety, maintenance and quality management activities, referring the review results suggested by the task force.

The Uranium Enrichment Laboratory in the Japan Atomic Energy Agency (JAEA) was constructed in 1972 for the purpose of uranium enrichment research. The smoke emitting accident on 1989 and the fire accident on 1997 had been happened in this facility. The research on uranium enrichment was completed in JFY1998. The decommissioning work was started including the transfer of the nuclear fuel material to the other facility in JFY2012. The decommissioning work was completed in JFY2019 which are consisting of removing the hood, dismantlement of wall and ceiling with contamination caused by fire accident. The releasing the controlled area was performed after the confirmation of any contamination is not remained in the target area. The radioactive waste was generated while decommissioning, burnable and non-flammable are 1.7t and 69.5t respectively. The Laboratory will be used as a general facility for cold experiments.

JAEA/CLADS, had been conducting the Center of World Intelligence Project for Nuclear Science/Technology and Human Resource Development (hereafter referred to "the Project") in FY2018. The Project aims to contribute to solving problems in nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2018, this report summarizes the research results of the "Development of Technology to Prevent Scattering of Radioactive Materials in Fuel Debris Retrieval". The objective of the present study is to clarify the behavior of microparticles in gas and liquid phases in order to steadily confine radioactive microparticles at the time of debris retrieval in Fukushima Daiichi Nuclear Power Station. In addition, as measures to prevent scattering, we will evaluate and develop methods by experiments and simulation as to; (1) a method to suppress the scattering with minimum amount of water utilizing water spray etc., and (2) a method to suppress the scattering by solidifying fuel debris.

Radioactive contamination incident occurred at Plutonium Fuel Research Facility (PFRF) in Oarai Research and Development Institute, Japan Atomic Energy Agency on June 6, 2017. During inspection work of storage container containing nuclear fuel materials, the PVC bag packaging in the storage container ruptured when a worker opened the lid in the hood, and a part of contents was spattered over the room. The cause of the increase of internal pressure of the storage container was gas generation by alpha radiolysis of the epoxy resin mixed with nuclear fuel materials. Opening inspection of about 70 similar containers stored in PFRF has been planned to confirm the condition of the contents and to stabilize the stored materials containing organic compounds. For safe and reliable open inspection of the storage containers with high internal pressure in the glove box, it is necessary to develop a pressure-resistant chamber in which the storage containers are opened and the contents are inspected under gastight condition. This report summarizes the concerns and countermeasures of the chamber design and the design results of the chamber.

JAEA plans a large-scale test to evaluate damage and relocation behavior of BWR core materials consisting of fuel rods, channel boxes, control blade and lower support structures. Its purpose is to contribute to understanding of core material relocation behavior in the event of severe accidents with the BWR design conditions for which existing experimental database is quite limited. Prior to large-scale testing, JAEA desires preliminary investigations to examine melting test pieces. The purpose of such tests is to verify the materials and test piece will be heated by plasma to the target temperature (ca.2900K) and to collect data about the material relocation behavior. Results from preliminary computational simulations are presented illustrating the effectiveness of a 150 kW non-transferred plasma jet. An experimental test program using the computational analyses as a basis and a plasma torch is described.

The Department has carried out researches and developments (R&Ds) of innovative nuclear energy system and their related fundamental technologies to ensure the long-term energy supply in Japan. The report deals with the R&Ds of an innovative water reactor, called Reduced-Moderation Water Reactor (RMWR), which has the capability of multiple recycling and breeding of plutonium using light water reactor technologies. In addition, as basic studies and fundamental researches of nuclear energy system in general, described are intensive researches in the fields of reactor physics, thermal-hydraulics, nuclear data, nuclear fuels, and materials. These activities are essential not only for the R&Ds of innovative nuclear energy systems but also for the improvement of safety and reliability of current nuclear energy systems. The maintenance and operation of reactor engineering facilities belonging to the Department support experimental activities.

This report summarizes the research and development activities in the Department of Nuclear Energy System during the fiscal year of 2001 (April 1, 2001 - March 31, 2002). The Department has been organized from April 1998. The main research activity is aimed to build the basis of the development of future nuclear energy systems. The research activities of the Department cover basic nuclear data evaluation, conceptual design of a reduced-moderation water reactor, reactor physics experiments and development of the reactor analysis codes, experiment and analysis of thermal-hydrodynamics, energy system analysis and assessment, development of advanced materials for a reactor, lifetime reliability assessment on structural material, development of advanced nuclear fuel, design of a marine reactor and the research for a nuclear ship system. The maintenance and operation of reactor engineering facilities belonging to the Department are undertaken. The activities of the research committees to which the Department takes a role of secretariat are also summarized in this report.

The purpose of this study is to develop oxygen sensor which can measure the oxygen potential of the fuel in a nuclear reactor. The oxygen sensor with CaO stabilized zirconia solid electrolyte has been specially designed in order to prolong its life time. Electromotive force (EMF) of solid galvanic cell Ni/NiO|ZrO-CaO|Fe/FeO was measured in both the out-pile tests and the in-situ tests using Japan Material Testing Reactor (JMTR), and the characteristics of EMF was discussed. In the out-pile test, it was found that the EMF was almost equal to the theoretical values at temperatures ranging from 700 to 1,000, and the life span of the sensor was very long up to 980h at 800. In the in-situ test, it was found that the EMF showed almost the reliable values up to 300 h (neutron fluence (E 1 MeV) 1.510 m), at temperatures from 700 to 900. The imprecision of the EMF was found to be within 6% of the theoretical values up to 1,650 h irradiation time (neutron fluence (E 1 MeV) 8.010 m) at 800. The oxygen sensors were found to be applicable for the oxygen potential measurement of the fuels in a reactor.
